No, it doesn't. The hand off is scripted and thus first step is never used unless you are at a complete stop at any point during your run. Hence it is really hardly used ever unless you are a scat back.

Which would also mean putting points into it is essentially useless? I would think so. Also, why more effective for a scatback? Guessing for getting up to speed quicker after the catch?

Because First step fires at the beginning of a route. The beginning of a route isn't scripted. Just handoffs. And yes, it has very little value for running the ball. Counters it would see the most value. But counters essentially suck regardless 90% of the time you use them.
