The biggest problem will be with people not feeling like they are in the correct league to begin with. If this was to happen then some people will just have to suck it up and accept the way it falls. This is the suggestion I have put together:

I then proposed the following system to populate the first season:

Then you pick 88 random teams from the first round losses and put 11 in each FEEDER league.
That leaves 112 First Round losing teams. 7 are placed in each SUB FEEDER league and then the remaining pee wee teams are distributed amongst those leagues.
This will make the PRO league HIGHLY competitive and very difficult to stay in. This will certainly make for a very exciting top league.
