if i had to guess, vision plays a role, but the cone has a limit on it to prevent ridiculous nonsense like head faking a guy who is behind you (not necessarily directly behind you, i mean like any point not in front of you.)

Players with higher vision have more of a chance to see players within the cone, but it is the same size for all players.
