Made a spreadsheet of teams that have played in WL, along with total wins (including playoffs) and games won per season. I'm fairly confident it's right since I've cross-checked the season game totals, but it's all compiled and counted by hand so there's always room for error.

Through S24, 162 teams have played in WL. Only 85 have played in more than 1 season in WL (does not count teams who have their 2nd WL season in S25)
Halifax and HHWC have both been in WL for all but 1 WL season. Lincoln has 12, Blaze has 11, and 3 more teams are 10 season veterans.
