This is an issue that has been driving me completely batty in casual. Now I see that it has been deemed "not a bug"

The basic gist of this is that if you turn off "Score Based Play Calling" then the AI is going to make stupid decisions at the end of the game (like punting on 4th and 2 when down by a point with a minute left in the game).
The problem here is that for a lot of teams, passing more when behind is exactly the wrong thing to do when you are behind. Many teams suck at passing and the only way they can possibly hope to come back and win is to run - and run hard. So, if you turn on score based play calling, it's going to shy away from the run and you lose anyway. If you turn it off, you'll run, but if you come up 4th and short, it'll punt and you lose anyway.
As it is now: Turn it on and you'll have good end of half logic, but you surrender everything else in your gameplan as it'll run if ahead, pass if behind. Turn it off and your game plan will get used, but you'll do stupid stupid stupid things at the end of the halves.
There needs to be some sort of separation here. It's a no win situation for many teams. It could be achieved several ways....
1) Have two categories: "Score Based Play Type Calling" and "Go For It Calling". In other words, you can go for it when behind (based upon whatever math is used) but still run heavy in your attempts to get the job done.
OR
2) Have it a 3 state toggle. "No Score Based When Ahead/Behind" or "Yes Score Based, and Run More when behind" or "Yes Score Based and Pass More When Behind"
OR
3) See "Update" below.
TBH, #3 would be preferable for me.
At the end of the day, though - something needs to be done with this. A good rushing team shouldn't have to force themselves into doing what they suck at just to make a good decision on whether or not to go for it.

Some feel that separating the "Be Smart with timeouts and 4th downs" and "true" score based play calling complicates things too much. That may very well be, but at the end of the day - making good choices on 4th down and in using timeouts at the end of the half should be a no brainer (for the half and end of game) and you shouldn't need to check off "Ignore all of my game planning efforts" in order to properly end a half or a game.
Option #3: Just make timeout usage and knowing whether to punt/field goal attempt or whether to go for it on 4th down automatic.
