This player seems to come up big when needed. The Clutch ability gives this player access to various bonuses towards making plays on offense, defense, kicking, and punting in 3rd and 4th down situations, especially late in the game. Each level of Clutch increases the likelihood of triggering a bonus by 5%.

Because it specifically says "kicking and punting" rather than "special teams," is it supposed to be understood Clutch works for the K and P but not anyone else on ST?

well, kickoffs have no down , so would not work on kick off ST. So definitely dont work on kickoffs

Mat McBriar has a Bort quote that stats Clutch does not work on kick offs, but it does work for punts.

Is clutch nothing more than a boost to the chances that a SA will fire? (as in, a SA that is not always firing)

Clutch is active on the items it applies for during the whole play, and is generally applied as a multiplier to roll scores, to make them more likely to succeed, similar to having a SA favored by your archetype. It gives various bonuses to non-sa stuff as well, like pass catch rolls or deflection/interception rolls. It does not, however, apply a set pct bonus to all the player's attributes, or anything crazy OP like that.

I usually put 1 or sometimes 2 , but this last offseason was harassed into dropping it because, as I was told at the time, it only affected SA's and most of my SA's where ones that where always on, not chance to fire types

People say no, I say it depends on the position. There is 1 position in general I think should have it but it really depends on how a player is going to be used.

People are leery about things that don't fire often

No, Clutch blows. Many teams have tried it team-wide on starters and seen little to no benefit.
