OOP for FB at TE is pretty minimal.

Yes and it is most likely 5% because of the number of H-Backs in the NFL that can play both positions. It should about the same for:
HB-FB
FB-TE
TE-WR
OL
DL
FS-CB
LB-DE
Past that common sense should dictate how bad it is.
