What do the 2 level numbers mean

The first one is your actual level (based on XP). The second one is your effective level (based on the total SP value of your build, in comparison to other players at your position).
The second one is merely a 'gauge' of how efficiently you built your player. It doesn't affect performance in any way.

he has 1 dot. no retired players over lvl 25.
