I am tier B, 200 points despite the fact I haven't posted in the main forums in 31 days. I thought they were supposed to reset after 30 days.

Avoiding suspensions will be rewarded:
•
The user can view your suspension points and current tier on their accounts settings page.
•
Only an admin can view and edit a users suspension points or tier.
•
Going 30 without receiving a suspension will lower ones suspension point tier.

That should prolly read "Going 30 days without receiving a suspension will raise ones suspension point tier.".

Support is your answer.

Pretty sure an automated system that doesn't work is a bug.
