scouting vs making sure the game mechanics haven't changed is a little different

i remember at one point Bort and Co. said something about the CBs always having a chance to deflect before the ball is even there.... but this might have been a long time ago.

in general there's too many variables to worry about this a whole lot...

If, given a CB and WR with identical attributes, identical height and weight, identical velocities in game, and identical distance from the ball (in 3 dimensions), then yes the CB will have the chance to act first, and the usual equations kick in.

however the odds of every other factor being identical are pretty close to nil. Either the CB or the WR will be in the advantage because of other factors 99.9999999999999999% of the time.
