Basically it says..

"Each level of goal line blocker gives a 2% to strength, agility, and blocking on rushing plays inside the 5 yard line when this player is blocking on the line"

Technically, TEs are on the line as well..

I had it on my TE ,but I took it off in favor of outside blocker because of the "player is blocking on the line" part made me wonder if it would work for him. Technically TE is on the line but what if Bort meant only the O-linemen? I'd hate to waste VAs on something that doesnt work for TE's.

I use regular formtions by the goalline so I wouldnt know

That's exactly why I'm asking..just in case someone has experimented with it or a tester could clarify

It should work for the TE - it's based on the player's starting line up position and action (set to block or not). If he's set to go out and lead block or something, it won't work. He's gotta be normal line blocking.

Sounds like a inside run or off tackle play but a pitch right it probably will not work.
