Yes, when the offense is in the RZ, either side can use it.

You are right, it shouldn't be a discussion. But the description shouldn't say "inside the 20 yard line" over "red zone." Because usually when you say "inside the 20," you are talking about an offense being backed up inside the 20. Otherwise, you just say "inside the red zone." Nitpicky and can be assumed, but assumptions have lead people astray in this game before...
