Basically a synthesis of two well received suggestions on how to fix the sorting of teams in the Elite and Competitive leagues culled from these suggestions:

Having one person do every league is probably not possible since there are 17 age groups between regular and casual and each league will take 90 minutes to a couple of hours.
However if the admin/support staff could pick volunteers, each of whom would be assigned to an age group. They could then do a manual check of each league to correctly sort the Elite and Competitive leagues. The volunteers could be paid in flex if the admins think that is necessary but much like the testers I am sure that we could put together a group of "Sorters" who would do it for free because they like the game and want to improve the competition at each age group.
This would allow the admins to keep their current sorting process and then have the "Sorters" look over the leagues and make recommendations to support on which teams need to be moved up or down. The final decision would belong to support but the "Sorters" input would be a factor.
"Sorters" would use the following criteria for adjustments:
Win/Loss record over the past 2 to 3 seasons
Playoff record over the past 2 to 3 seasons
Amount of players on the roster on day 41
EL of the teams on day 41
Using a simple spreadsheet like this "Sorters" would compile the data, look it over and make their recommendations to support:

These recommendations would help a support staff that is over-whelmed during the offseason with a myriad of requests and is often too busy to oversee some common sense situations. With the "Sorters" input they can make the manual adjustments to clean out non-boosting, CPU and badly outmatched teams from Elite into a more competitive environment which will in turn lead to a more enjoyable place for everyone to play.

I'd say no more than a day or two. Obviously support needs time to make the moves and the offseason is usually 7 to 8 days. That would leave 4-5 days for support to make all the necessary moves. Plus you don't want to hold up signing of players who want to go to a specific league. This still leaves teams plenty of time to sign those guys.

We need to get this thing to ONE Elite league, and its a league that only the top...
We should shoot for Elite #1 and Competitve # 1 as opposed to 2 elite leagues...
If the powers that be choose to keep 2 Elite leagues, we should at the very least have an Elite Championship to where Elite #1 plays Elite #2 for all the marbles for the best overall team...That would just be a workaround though...Too many teams in Elite #2 belong in Elite #1, and many teams in Elite #1 belong in the secondary league (which shouldn't be labeled Elite)
Took about 2 hours to compile the data. Would have probably been a little faster had I been at home but was on my wife's laptop in a hotel. Also spanned 5 seasons not the 2-3 I am proposing here so that would also shorten the time considerably.
Agree totally about naming only one league Elite. Elite should be reserved for, you know Elite teams.
