Eliminate Regions and Branches here is how here is why.
First, let's consider the current situation and current problems.
USA BBB has teams with Lvl 30+ players, teams with slow builds, and teams who got stuck there that didn't have a plan and really want to compete but no reasonable chance given the teams with level 30 players are working on the 2nd bowl of their stadium and many agent don't want to sign with them for that reason (myself included). USA BBB's were won with 48-51 rated teams. The USA Pro championship was a 51 versus a 54.
Meanwhile the Western Europe teams are expansion with the best being 36-39 which means anyone starting there will be competitive if they want to be. The Pro league was still won by 51's.
The natural is the guys jumping in to USA BBB have little if no chance and the number of teams that will drop due to being non-competitive will be higher as a percentage compared to WE BBB where they can have success immediately.
Why aren't all these guys together? That's regions and regions are there because people like the group they play with but there is promotion relegation every year which is anywhere from 20% to 40% of the league. This argument isn't very sound.
Branches force people up the same branch and increase the difference between those that move. In Canada BBB there were leagues where 2-3 teams moved up and others where 10 moved up. It isn't that the #9 & #10 teams were better than the #4 team in the other league. It is only because the leagues above them had more dropout.
Obviously that #4 team likely hosted 1 or 2 more playoff games at 2+ mil per game is far more qualified to move up. The reason they didn't move was branches.
Bort allowed teams to switch, which was a good heart bad idea. This had people winning conference championships looking to sandbag and come back down to BBB instead of moving up to A. They know that if they stockpile a load of cash they can run up the ladder faster.
Last problem, Bort always puts in a row of teams which is 16 or 512 teams plus all the dropped teams which are non-competitive and have a greater chance of dropping. Bort stated he had leagues waiting to fill. If we didn't have branches Bort could open 5 or 14 or whatever was the correct number of leagues.
So here is how you make it fly.
1. There are currently 168 leagues, split that into 8-9 levels using the current system. Pro AAA, AA etc.
2. Leave the region name on them for 2 seasons to appease the "my league" people. Assign the league not the team in relocating them.
3. The bottom 2 levels lowest for existing and lowest for new does not need to be a full level. Fill in the few teams necessary with CPU's. It would max at 31 CPU teams at both levels. I just looked there are entire leagues full of CPU teams.
4. By having 8 levels instead of 5 any move up or down will not result in the dramatic differences is does now.
5. Give the owners an opportunity in season to request 3 leagues to move up to or down to. If and only if they are moved.
6. Move the same number of teams +/-1 up from each league, based on the number necessary to fill the level above. Bort's current tiebreaker system is pretty good. One key tiebreaker that should be added is home playoff games. Money is power.
7. Consolidate the lowest level of existing teams with the new teams becoming the following manner. 1. Existing teams are promoted. The new number of teams at this level of teams are recalculated and the teams are divided equally by team rating. This approach will get teams to want to leave the bottom two levels as quickly as possible.
8 Only have a Lvl 13/16 capped league. Forget the 21 it isn't necessary as there will be 3rd+ year teams in the lowest level of existing teams.
Retention of paying players will go through the roof if this is done.
